A copy of his complete Naval service record is available to next of kin from the NARA (National Archives Records Adminstration).

Since your mother is still alive she will have to sign the request form as his daughter. Navy records were not stored there in 1973 when the NARA Service Personel Storage facility had a fire.
I recieved my grandfather's (WWII) and father's (Vietnam) Navy sevice records after my father died.
