You may have already seen this but in Karel Whyte's book titled "Swearingen / Vanswearingen and Related Families" there is a mention of this marriage. It says: "Zachariah Swearingen, born ca 1775, died 1799 (Ohio Co, VA/WV, bk 1, p46). He married ca 1795, Phebe ____. The book, West Virginia Estate Settlements, 1977, lists his will dated 19 Feb 1799, which devises Phebe Swearingen, Nancy Swearingen, and Mary Swearingen, and brother Elzey. Executor was Colonel Moses Chapline. Note: On 14 Dec 1806, one Phebe Swearingen married William French in Washington County OH. This is found on FTM DC177, Ohio Vital Records #2. Washington Co borders WV and at that time had only recently been divided wtih portions going to from Belmont and Monroe Counties OH."

Hope this helps.
