Any relation to Charles Rousseau who was a tombstone carver, whose work is stunningly featured in Mt Olivet Cemetery there. It appears that the family of Chas. is buried there, too.
I believe that ancestry.com's 1890 city directory for WDC has a couple Rousseaus including the name you mention. I am NOT doing genealogy on this family -- my interest is strictly from the tombstone carving part of things.
