Ace: They were reference numbers that could be checked, to confirm they were not forged, the indian nations had their own schools, roads, government and laws, plus law enforcement, most times if you wandered in my mistake, you were simply lead out and sent on your way, if it was thought your reasons were not right or you made a bad enough mistake they detained you and turned you over to the federal marshals to be procuted if the crime was not to bad, but if you killed an indian they had the power to try and execute sentence as the tribal court saw fit if you killed a white on indian land, it was no different, but most often they were turned over to the marshals to be tried in court outside the nations....jim
