Greetings Kathryn, thanks for the prompt reply but unfortunately it does seem as though I have the wrong generation re Peter Pennell.
As for Lt. Col. Richard Pennell, Military Knight etc. I'm almost certain he would have been granted a 'grace and favour' apartment at Windsor Castle and may even have been knighted at some time thus making him a 'Sir' worthy of further research surely.
Also I am not related...as far as I am able to say most of my ancestors were of more humble origin and staunchly Royal Navy!
