Maxim could very well be French, but my ethnic background is Romanian. My great grandparents on my fathers side came to Canada from Romania, and my great great grandparents on my mothers side came from Romania, as well.
I assume that due to people immigrating so frequently in the "olden" days, there will be many people with the last name "Maxim" from all over the world.
