Louisa (Eliza) Kisor/Kiser

A transcript of Scioto County Marriages 1803-1860 for my ancesors reads:

Ashmore, Thomas & Louisa Kisor, Jacob Kiser cons., with Samuel Cable, Salathiel Millirons. 11 June 1840. MA, R, B-12.

This is the first clue of a Kiser I have to connect with Louisa ( I believe this might be a mistake as the family Bible lists her as Eliza).

I have traced a Samuel Cable to being born in Somerset, PA in 1812.
A Samuel Cable was also born in Pike Twp, Stark, OH in 1814.

Interestingly enough there was also a Jacob Kisor from both of these places.

Does the cons. in the above transcrip mean consents? Does anyone know what the rest of the initials stand for?

Any help would be appreciated
