But this is MOST LIKELY your Joseph in the WW II Draft Registration records! Just look at the birthdate and birthplace and you will see this. The registration was refered to as "The old man's registration" for men born between Apr 28, 1877 and Feb 16, 1897. And in fact none of them were ever required to serve

Yes he arrived in 1907 at the Port of NY and was processed through Ellis Island, which was the immigration processing station for NY. Immigrants actually landed at NY and were ferried to Ellis Island.

This ship manifest from 1907 has a notation above his occupation line which is 9-20456 3-28-39. When a person applied for Citizenship in those days the INS would go back to the manifest to verify the immigrant had been in the US the required number of years to apply and that they had legally immigrated. I would contact the National Archives at Chicago and request copies of this Naturalization paperwork. That paperwork should give family info, so you can see who is listed his estranged wife or a new one.

I searched 1930 census and could not find your Joseph but there are several KOLCHARs found in WVA

Who is Frank KULCSAR? I thought it was notable that Joseph is found in Raliegh and this Frank lived there also. Have no idea who he is.
