He was from Galos Petri as shown on both his WW I and WW II Draft Registration cards

Also this placename is listed on his ship manifest. The manifest has a notation from 1939 which indicates he applied for US Citizenship at INS District 9 which was at Cincinnati, OH and inc. Southeast IN, KY, Southern OH, Western WV

You will find other KULCSAR (sounds like koolchar) and KULCHAR in W VA records

KULCSAR according to Ancestry.com Hungarian (Kulcsár): occupational name for a wine butler, treasurer, caretaker, warder, or keeper of keys, from a derivative of kulcs ‘key’, a southern Slavic loanword. I am not certain about this as Croatian (a south Slavic language) key is kljuc.
