This would be a list taken in England. As of May, 1709, none of the Palatine emigrants of that year had made it to America. The Walworth where this list was made up is now part of London.

Many (=thousands) of those who emigrated from Germany to England in the expectation of going to American did not make it to America that year. A large proportion were sent back to Germany, and others went to Ireland. There are numerous instances of these people continuing to pursue the dream of going to America, arriving on our shores some several years after having been turned out of the first group. So perhaps Jacob Andreas was one of these later arrivals.
