In the box for "Individual 1" type in SCATES, THOMAS R and it will link to two images of the application. There may be more, but you'd have to get those from the Archives in Columbia.

Regardless, the pension info is as follows:

Cherokee County, SC
Fannie Scates born 1855
married Thomas R Scates 31 Dec 1868
Thomas R Scates enlisted Company F, 17th SC and died 1885

I don't see this man on the rolls as serving in SC, but it looks like the pension was approved. The unit, as given by Fannie, may very well be wrong but I struggle to find an alternate match and suspect that this is the source of your inquiry.

As Al suggested, the states gave pensions to their residents regardless of original state served. They would not have allowed a resident of NC to get a pension in SC, though.
