Your question is not really a GENEALOGY question,of which this is a forum for.
but since you asked...
Here is my opinion
The so called Rebel flag was ussually called that by a Northern or Union soldier or sympathizer because they felt the Southern states were in Rebellion against the Union.

The Souhern Army and Government were named the Confederate States of America. So they would call the flag they carry a Confederate flag.
