The Civil War pension index does show that Hedda Sandburg applied for (but was not given) a widow's pension for Joseph A. Mercer's service during the civil war.
She applied for it on March 28,1904 in the state of Texas (application # 802198. The description for the unit he was in says "Unknown U.S. Volunteer"
Most likely was denied for her possibly being remarried, or that the Govt could not find a record of his service or discharge.

The pension request file ,when you get it, should answer a lot of these questions.
