I looked over some of Gen. J.E.B. Stuart's order of battles they only had to S.C. Regiments of Cavalry under his command. They were the 1st and 2nd Regiments and were under Brig. Gen. Hampton everytime as well. So yes it appears so that the soldier from that regiment is him.
