You refer to The War of the Rebellion: a Compilation of the Official Records of the Union and Confederate Armies. The entire compilation can be found at the Cornell University web-site: http://cdl.library.cornell.edu/moa/browse.monographs/waro.html A search of that collection for "Henry C. West" will reveal that the individual mentioned there was a Captain commanding an Arkansas Artillery Battery. If you have never browsed the "OR", you should check it out.
