If Sallie and Richard married in 1853 and Nancy was born in 1856 then I would suggest looking for an older son of Sallie's as the parent--making Sallie her grandmother rather than mother.
Do you find Sallie & Richard in 1870--or later ? Perhaps Sallie died & that was the reason for the children being in other homes.
If Richard had been made guardian of Nancy, he would have signed her marriage bond.
